DAANES and Damascus reach agreement on al-Hol camp

On 26 May, multiple sources reported that the Democratic Autonomous Administration in North and East Syria (DAANES) and the interim government reached an agreement concerning the al-Hol camp in Hasaka province. DAANES officials stated that the agreement established a joint mechanism for evacuating Syrian families from the camp and returning them to their areas of origin. The announcement followed a weekend meeting between representatives of the interim government and DAANES, reportedly attended by coalition officials.

IS activity remains elevated in eastern Syria

In a related development, IS activity levels in eastern Syria – notably the Deir ez Zour province – remain elevated, with a series of coordinated and opportunistic attacks targeting local infrastructure and Syrian Democratic Forces (SDF) positions. On 22 May, IS militants on a motorcycle opened fire on an oil tanker truck in the Hajnah desert after the driver refused to pay zakat, causing damage and an oil spill. That same day, a Public Security Service operation in Kharita town resulted in the arrest of an IS-affiliated individual linked to weapons procurement for the group. Meanwhile, the SDF deployed anti-aircraft weapons along the Euphrates River, aimed toward Syrian government-controlled areas, as part of broader defensive measures against IS resurgence.

Protests and security operations continue in Damascus

No significant changes in the overall security environment were noted in Damascus over the week, with  noteworthy activity including demonstrations and security operations targeting criminal activity. Notably, a protest took place outside the United Arab Emirates (UAE) embassy, where dozens of demonstrators demanded the release of Issam Boudani, a former rebel commander now serving in the Syrian army, who was detained by Emirati authorities at Dubai airport in April. The demonstration followed earlier acts of dissent, including the burning of a UAE flag along the airport road, in response to the arrest and is indicative of elevated sentiments directed at the UAE over the issue. Security forces reportedly assaulted journalists and protesters in an attempt to disperse the crowd.

While no official reason has been given for Boudani’s arrest, some reports have linked it to a former regime-issued warrant or to his alleged involvement in the 2013 abduction of human rights activist Razan Zaitouneh.

NGO vehicle targeted in armed attack in Daraa province

In another significant incident in the region, unidentified gunmen riding a motorcycle opened fire on a Toyota Land Cruiser bearing UN markings as it entered the town of Inkhil in Daraa province. The vehicle, reportedly transporting staff from the World Food Program, sustained damage to its rear window, but no injuries were reported among the occupants. Footage confirmed the damage, and the assailants fled the scene immediately after the attack.
